Question Tools SimpleSet allows anyone with a Windows PC to create on-line tests and exams for free. This is a high-quality, well-tested piece of software. Question types can include text, multiple choice and true/false. Different graphic styles can be selected. Tests can be created as a set of web pages, or as a single question bank. Tests created as banks can be taken using Question Tools Exam software, which is also free.
